Policies drift; scans do not
A cookie policy is a description of the cookies a site sets. It is written once, usually by copying a template or pasting a vendor's generated table, and then the site changes. New campaign pixel, new chat widget, new A/B testing tool: none of them edit the policy.
The check that matters is a comparison. Scan the site, get the real list with vendor and category for each entry, and put it next to the table in your policy. Anything in the scan that is missing from the policy is a gap; anything in the policy that never appears in a scan is stale text that makes the rest look less credible.
What the scan can and cannot see
The scan sees what a first-time visitor's browser sees on the pages it loads: cookies set before and after consent, third-party requests, and local and session storage writes. It cannot see cookies that only appear behind a login, on a checkout step, or for visitors from a region we did not exit from.
Cookies with no entry in the Open Cookie Database are labelled Unclassified rather than guessed at. An invented category in a compliance document is worse than an honest gap.

- Scan the site, export the cookie list, and compare it line by line with the table in your policy. The scan gives you name, host, vendor and category for each cookie so the comparison is mechanical rather than a judgement call.
- Does the checker rewrite my cookie policy?
- No. It gives you the evidence a policy should be based on. Rewriting the document is a decision about your business that a scanner should not make for you.
- Why does my policy list cookies the scan never finds?
- Usually because the policy came from a template, or because those cookies only appear on pages the scan did not visit, such as a checkout or a logged-in area. Both are worth resolving before an audit finds them for you.
