A banner that appears is not a banner that blocks
Most banner tests confirm that a banner is displayed and stop there. The regulator's question is different: did anything non-essential run before the visitor chose? A banner can look perfect, sit on top of the page, block scrolling — and still be purely decorative if the tags behind it were not wired into its consent state.
This checker finds the banner, records the page state before touching it, clicks accept, and records the state again. If the two captures are identical, nothing was being held back.
How the banner is found
Five common consent platforms are recognised directly by their script host and their published selectors: Cookiebot, CookieYes, OneTrust, Osano and Complianz. When none of those match, a generic pass looks for a visible button inside the topmost overlay whose text matches an accept-style phrase, while explicitly excluding reject, manage, settings and preferences.
If neither layer finds a banner, the result is Inconclusive and says so. We do not click at random on somebody else's website, and we do not report a pass for a page whose consent behaviour we could not test.

- My banner is from a paid vendor. Can it still fail?
- Yes, and this is the most common failure we see. The vendor's banner is usually configured correctly; the leak is a tag added later through a tag manager that never got attached to the consent state.
- What if the checker cannot find my banner?
- You get an Inconclusive verdict rather than a pass, plus the raw capture of what fired on load. Send us the selector and we add it to the recognised list, which is how the list grows.
