Four signals, and the difference between denied and missing
Google Consent Mode v2 carries four signals: ad_storage, analytics_storage, ad_user_data and ad_personalization. A scan reports each one separately, in the state your page actually sent it.
Denied and missing are not the same finding. Denied by default is the intended configuration before a choice is made. Missing means the signal was never sent at all, which for EEA and UK traffic is the state that quietly costs you remarketing audiences and conversion modelling rather than producing an error anybody notices.
Why this got expensive in 2025
Consent Mode v2 has been required for EEA and UK advertisers since March 2024, and from 21 July 2025 Google stopped serving personalised advertising and remarketing features for traffic without the required signals.
That makes an incomplete Consent Mode configuration a marketing problem as well as a legal one, which is usually what gets it fixed. The scan shows the signals next to the trackers that fired before consent, because the two findings are frequently the same root cause: a tag that was never wired into the consent state.

- How do I check if Consent Mode v2 is set up correctly?
- Load the page in a clean session and read the default consent state before any interaction. All four signals should be present, with the non-essential ones denied until the visitor chooses. This scan reports each signal as granted, denied or missing.
- What does 'signal missing' mean?
- The page never sent that consent signal. Google treats that as an absent consent signal rather than a denial, which for EEA and UK traffic means the affected advertising features are not available.
- Does Consent Mode replace a consent banner?
- No. Consent Mode communicates a choice to Google's tags; a banner is how you collect the choice. You need both, and you need the tags to respect the choice, which is what the rest of the scan tests.
